Course description: Overall objectives:
• To familiarise students with the theoretical knowledge and empirical skills necessary for the broad-scope investigation and analysis of the societal effects of public programmes and policies.
• To enable students to understand the importance as well as the limitations of information gained from programme evaluations.
Specific objectives
To enable students to
• understand, in particular contexts, the practical (policy) role and relevance of evaluative information;
• design, plan and implement simple real-life evaluation exercises;
• interpret and communicate evaluative findings and to appreciate its conceptual, empirical and practical limitations in terms of validity, reliability and utilisation.
• The course relies, firstly, on standard textbook approaches of programme evaluations; it involves core elements of (qualitative as well as quantitative) research design, data acquisition, data analysis, and presentation and communication. The course extensively relies on real-life examples of evaluation tasks and problems confronted by the instructor.
